As a result of numerous cases of impersonation among the residents of slum colonies in and around Chandigarh, the city is for the first time employing a biometric test that would assist checking impersonation at any level, be it during property registration or petty crime. The test would be carried out on all those living in slum colonies.
The test would involve collecting samples of finger prints, photographs, face and voice recognition, signature patterns and shape of the hands of those living in the slums. Apart from this data being entered into a database, it would also hold other personal details such as the date and place of birth, father’s name, number of family members, present address, etc on a computer system. This would help trace down a person to whom allotment of a house has been done.
The finger prints would be of great value and would instantaneously show up in case one person has taken two or more allotments. This would thus help rule out the possibility of the same person appearing under two different names and get a property registered in his name or arbitrarily acquire it.
The idea is that all those holding charges of cheating and impersonation against them would be asked to take this test. Internationally, this biometric test has helped in solving a number of tough cases of different natures.
A few FIRs have already been registered against some people in past one year for occupying more than one house. In many cases, these houses are further given on rent. In case the police also wants to seek some help from UT administration to solve a criminal case the biometric test would prove to be helpful.
The test has already been conducted in Madrasi Colony. Now it would start in Colony No.5 followed by Colony No. 4, Indira Colony, Bapu Dham, Palsora, Maloya, Hallomajra, etc. The administration aims at putting 70,000 people through this test.
