USITC agrees on duties on Chinese tubes

Washington -- The U.S. International Trade Commission agreed unanimously with the Commerce Department to impose duties on Chinese made tubes that are subsidized.

An announcement Wednesday on its Web site said the commission "determined that a U.S. industry is materially injured or threatened with material injury by reason of imports of certain oil country tubular goods from China that the U.S. Department of Commerce has determined are subsidized."

China's state-run Xinhua news agency reported the anti-dumping decision would affect about $2.6 billion in tubular goods exported from China and said the action might escalate trade disputes between the two countries. China and the United States have seen a rise in bilateral trade disputes relating to a number of products.

In November, the Commerce Department had proposed offsetting tariffs of between 10 percent to nearly 16 percent on the subsidized Chinese tubes used by oil and gas industries.

The U.S. Commerce Department will make a final determination on the anti-dumping duties early next year.

The Chinese Commerce Ministry had expressed "strong dissatisfaction" with the findings, saying they do "not comply with (World Trade Organization) agreements on subsidies. The U.S. used an incorrect method to define and calculate the subsidies, which has resulted in an artificially high subsidy rate, hurting Chinese firms' interests."
