Funk, who made a 20-foot putt from just off the 17th green to save par, wound up at 13-under 203.
Norman, looking for his first Champions Tour win, sank an 18-foot eagle putt on the 15th hole to take the lead, but lost it when he bogeyed the 16th, which Funk birdied. The 54-year-old Australian shot a 68 to share second place with Sindelar (70) at 12-under 204.
Amateur Tim Jackson (73) was three shots off the lead at 10-under 206.
