India seeks 'more credible, effective' Security Council (Lead)

United Nations, June 13-- India has proposed expansion of the UN Security Council to 25 members with 11 permanent and 14 non-permanent members as "the most optimal option" to provide greater representation without making it unwieldy.

"India is acutely conscious of the need for the UNSC to be efficient and effective," said Hardeep Singh Puri, India's permanent representative at the UN, Friday noting the council has the primary responsibility for the maintenance of international peace and security.

"It is in our collective interest that this body is able to discharge its functions effectively, in real-time," he said, adding, "India's proposal would also permit the UNSC to reflect contemporary realities, a key requirement for enhancing

legitimacy and credibility.

UN draft calls for inspection of North Korean cargo

New York, June 10:The UN Security Council Wednesday discussed new measures to curb nuclear proliferation by North Korea, including a proposal to inspect all suspected shipments of prohibited materials at airports, seaports and on the high seas.

The six-page text said sanctions adopted by the council in 2006, after North Korea exploded its first nuclear device, would also remain in effect.

The new proposal calls on all states to inspect "all cargo to and from the Democratic People's Republic of Korea, in their territory, including seaports and airports, if the state concerned has information that provides reasonable grounds to believe the cargo

contains items" that are under embargo.

North Korea threatens nuclear test

Seoul, April 29: North Korea Wednesday warned that it would conduct another nuclear test if the UN Security Council refused to apologise for criticising the Stalinist state's April 5 rocket launch.

"Unless the UN Security Council offers an apology immediately, we will be forced to take additional self-defence measures to protect the highest interests of our republic," a foreign ministry spokesman said in a statement cited by the state-run Korean Central News Agency.

Those measures would include nuclear and ballistic missile tests, it said.

UN Security Council condemns North Korea's missile launch

New York, April 14 -- The UN Security Council Monday spoke with one voice to condemn North Korea for launching a missile, and found the April 5 firing of the rocket violated a 2006 resolution.

The so-called presidential statement fell short of full resolution status because of opposition from China and Russia, which hold two of the five veto votes on the 15-member council.

But it was adapted unanimously, a pre-requisite for issuing a presidential statement.

Japan had called for emergency council action after Pyongyang launched a ballistic Taepo-dong 2 missile, arguing that the rocket had flown across its territory and was a clear violation of the 2006 resolution that forbade North Korea from testing ballistic missiles.

World powers to meet again on North Korea issue

New York, April 7 -- The five permanent members (P5) of the UN Security Council and Japan are scheduled to meet Tuesday afternoon on North Korea's missile launch, Japan's envoy to the UN Yukio Takasu said here Monday.

The Japanese diplomat made the statement after closed-door meeting of the UN Security Council here Monday afternoon.

"We have a tentative time but it depends on how quickly get instructions (from capitals) but probably in the course of tomorrow afternoon," Takasu said.

"This afternoon the P5 (Britian, China, the US, Frace and Russia)and Japan met Ambassador (Claude) Heller to compare the notes we have received overnight from capitals on the basis of yesterday's consultation," Takasu said.
