Government audit rattles India

New Delhi -- An auditor's report in India said telecommunication regulators had mishandled $40 billion, causing a furor throughout the government.

Without an accusation that Prime Minister Manmohan Singh was directly involved in the scandal, the Supreme Court, nonetheless, admonished the prime minister for failing to investigate the matter more thoroughly, The New York Times reported Friday.

The report, which caused Telecommunications Minister A. Raja to resign, said sales of airwave spectrum rights dating back to 2006 "lacked transparency and fairness."

In response, Kapil Sibal, an interim minister of telecommunications, said 69 of 130 airwave licenses may need to be revoked.

Fossils in amber give clue to India's past

New Delhi -- A rich collection of insect fossils preserved in amber in India shows a greater amount of prehistoric biodiversity than scientists say they expected.

German and U.S. researchers say the 52-million-year-old fossils of bees, ants, gnats, flies, termites and other insects discovered in amber deposits in western India reveal a wider range of insects than India's geological history would suggest, ScienceNews.org reported Monday.

At the time the amber formed, India was in a period of isolation.

The tectonic plate carrying it had separated from Madagascar about 40 million years earlier, and was just about to collide with the Asian plate that would eventually give rise to the Himalayas.

India to build neutrino observatory

New Delhi -- India says it will build a more than quarter-billion-dollar underground facility to join the worldwide search for elusive neutrino particles.

The country's Environment and Forests Ministry has given the Atomic Energy Department the go-ahead for the neutrino observatory to be built in the Bodi West hills on the coast of Tamil Nadu state, the BBC reported Wednesday.

The $270 million facility will be only the fifth observatory in the world dedicated to detecting the almost mass-less elementary particles, sometimes called "ghost particles."

About 90 scientists from 26 organizations will be involved in the Indian Neutrino Observatory, organizers say.
