Is Commercial Metals' Stock a Bargain by the Numbers?

Numbers can lie -- but they're the best first step in determining whether a stock is a buy. In this series, we use some carefully chosen metrics to size up a stock's true value based on the following clues:

Space tourism craft ready for more tests

Las Cruces, N.M. -- SpaceShipTwo, the suborbital space tourist craft, is entering a period of aggressive U.S. testing to prepare it for commercial operations, its backers say.

At Spaceport America, a facility under construction in New Mexico as the home of Virgin Galactic, the spaceship is being prepared for more glide tests and the eventual fitting of its hybrid rocket motor.

Starting space tourism operations is a challenging endeavor, a Virgin Galactic executive said.

"There are a lot of different pieces to it. Job number one is to continue progressing and to eventually finish the flight test program safely and build a set of vehicles that can be flown safely with precious cargo," CEO George Whitesides told SPACE.com.

Blagojevich pitches for pistachios

Chicago -- A spokesman for embattled former Illinois Gov. Rod Blagojevich said the ex-official appeared in a commercial for pistachios to "pay the mortgage."

Blagojevich spokesman Glenn Selig said the ousted governor appeared in a Wonderful Pistachios commercial, which aired Sunday night during the World Series, because he "needs money to pay the mortgage," the Chicago Sun-Times reported Tuesday.

The commercial features Blagojevich receiving a briefcase and opening it to find hundreds of pistachios waiting to pour out.

"Rod Blagojevich does it innocently," an announcer says on the commercial.

City considers partial leaf blower ban

Coral Gables, Fla. -- Officials in a Florida city are considering a measure that would ban gas-powered leaf blowers and place restrictions on electric blowers.

The Coral Gables City Commission is scheduled to vote Oct. 26 on an ordinance that would ban commercial gardeners and lawn services from using leaf blowers and restrict homeowners to using only electric leaf blowers during approved hours, The Miami Herald reported Wednesday.

City Commissioner Ralph Cabrera, who is leading the effort to pass the ordinance, said leaf blowers create excessive noise and cause pollution by spreading mold spores and chemicals including pesticides.

However, many residents have said the commission is overreaching with the proposed measure.

Activists say cod increase 'misleading'

Ottawa -- Conservationists say data showing strong growth in cod numbers off Canada's east coast may lead to pressure to revive commercial fishing, banned since 1994.

The World Wildlife Fund announced Thursday the cod population on the Grand Banks off Newfoundland had jumped by 69 per cent from numbers taken in 2007.

But biologist Jeff Hutchings says cod are still in a precarious state, representing just a 10th of historic levels seen in the 1960s.

Hutchings said he is worried that politicians will be lobbied to open up commercial activity.

BOE keeps lending rate unchanged

London -- The Bank of England said Thursday it would keep its commercial reserve lending rate at 0.5 percent, a move widely expected.

The BOE has kept the rate unchanged since March 2009. Since then, the British economy has managed a lethargic recovery, posting gross domestic product growth of 1.2 percent in the second quarter compared to the first.

The BOE said it would continue with a $308 billion asset purchase, which it also began in March 2009.

The bank issued a brief statement Thursday, which is traditionally followed up by a release of meeting minutes three weeks after the policy decision.

Miss Universe candidate ousted over ads

Toronto -- Sophie Froment was booted from the Miss Universe Canada pageant after it was discovered she appeared in TV commercials for an extramarital dating Web site.

The 21-year-old law student lost her place in the competition Saturday after pageant officials learned she taped commercials for Ashley Madison, a Web site for people seeking to have affairs, the Toronto Star said.

Although the ads never ran in Canada because they were rejected by the TTC's advertising review committee for not meeting community standards, they did air in the United States and someone brought them to the attention of pageant officials, the newspaper said.
