The IOC issued a statement Wednesday saying the panel -- made up of Chairman Denis Oswald and members Sergey Bubka and Gunilla Lindberg -- would look into possible doping violations at previous Olympic Games by the Telekom Cycling team.
The investigation is also to study the role of physicians at the University of Freiburg in Germany in alleged doping.
Former Telekom team member Bert Dietz last week told Germany's ARD television network that the team carried out systemic doping from 1994-98. He claimed doctors from the University of Freiburg were involved in the scheme and sometimes did the doping injections.
