Stepanek, of the Czech Republic, beat the American 3-6, 6-4, 6-2 to win his fourth career title -- and his second of 2009 -- at the first U.S. stop on the 2009 ATP World Tour. Stepanek, 30, was a winner in January at Brisbane in a tuneup prior to the Australian Open.
Fish was seeking his third ATP title, and his first since winning on a clay court in Houston in April 2006.
Stepanek collected $93,900 with Sunday's win.
