Moscow -- Budget fare airline A1, seeking to establish itself, is looking for a base airport near Moscow where it can focus on domestic flights, the airline said.
Discussions have been conducted with both Vnukovo and Domodedovo airports, Kommersant reported.
Acquiring a regional airline is an option, but a final decision has not been made, the airline source said.
Private foreign investors are expected to own 49 percent in A1. Texas Pacific Group's co-owner, David Bolderman, will have 35 percent, while co-owners of Indigo Partners -- William Frank and Jeremy Wilson -- will have less than 14 percent, Kommersant said.
