The launch date for the latest Samsung Note III variant is September 4th in Berlin and the design specifications and the product specifications are already out. Different countries-different variants:
The Samsung Note III will follow the footsteps of the previous Samsung smartphone Galaxy S4 by releasing different variants for different countries depending on the LTE compatibilities specific market or otherwise.

However if a certain country gets both the processor variants, it is then the decision based on the Samsung's marketing plan. The LTE variant(Snapdragon 800), the quad-core version will first be launched in countries which have LTE networks before the Octa-core versions are rolled out.

"If your country gets both processor variants, it is a decision based on the marketing plan of Samsung. Which means if there are LTE networks in your country, Samsung will start with the LTE variant (Snapdragon 800) first."
