Fox was left to decide between Clausen and Tony Pike, another rookie, for the starting job after Moore was placed on injured reserve this week because of a torn labrum in his throwing shoulder.
Fox said Wednesday Clausen had been chosen to make his fourth start of the year. Clausen took over for Moore the third week of the season and was first on the depth chart for three weeks before Fox went back to Moore.
In his three games, Clausen completed 36-of-77 passes for 395 yards and one touchdown. He was intercepted twice. He made spot appearances in three other games.
Pike made his NFL debut Sunday, completing 6-of-12 passes for 47 yards during a 34-3 loss to New Orleans.
Carolina is 1-7 this season and in last place in the NFC South. The Panthers are tied with the Dallas Cowboys for the second-worst record in the NFL.
