Kleybanova, the tournament's No. 5-seed, defeated No. 8-seeded Agnes Szavay 6-3, 6-2 in her semifinal and Zakopalova passed through when top-seeded Nadia Petrova retired because of illness in the first set.
Zakopalova was up 5-4 and a break when Petrova was forced to stop.
Kleybanova dropped serve once in her victory while winning games off Szavay's serve four times in eight receiving games.
Sunday's finals will be the second WTA meeting between Kleybanova and Zakopalova. Zakopalova won a straight-set decision between the two in 2008.
Kleybanova is looking for her second WTA title of the year. She won in Malaysia in February. Zakopalova's lone WTA championship was in 2007 in the Netherlands.
The Korea Open champion will earn $37,000 and the runner-up will settle for $19,000.
Petrova and Szavay each took home $10,200 for advancing to the semifinals.
