The International Olympic Committee said documents had been received from officials in Annecy, France; Munich, Germany; and PyeongChang, South Korea.
An IOC release said the documents submitted by Monday's deadline "are required to explain (the applicants') concept for the 2018 Olympic Winter Games, how this concept fits into the city's/region's long-term planning and what legacy is intended for the city, region and sport in the host country after the Games."
An Olympic working group will go over the documents and submit recommendations to the IOC Executive Board, which will announce in June whether all three cities will be allowed to continue with their bids.
Candidates remaining after that announcement will have a Jan. 11, 2011, deadline to submit additional files, after which the IOC's Evaluation Commission would visit the locations. The selection of a host for the 2018 Games is set for July 6, 2011.
The 2014 Winter Games will be contested in Sochi, Russia.
