Williams, the tournament's No. 3 seed, held off the fourth-seeded Azarenka 6-3, 7-5 in collecting her 42nd WTA career title and $350,000. The runner-up finish was worth $175,000 to Azarenka.
Williams won just seven points on Azarenka's serve in the first set but was able to concentrate them enough for a service break. She recorded two breaks in the second set, including one that put her up 6-5, allowing Williams to serve out for the match.
Williams is the first back-to-back winner in Dubai since Justine Henin turned the trick in 2006-07.
