The Trail Blazers have defeated the Lakers in Portland nine straight times.
Roy made 9-of-11 shots from the field -- one of them a 3-pointer -- and was 13-of-14 from the foul line. Jerryd Bayless added 21 off the bench and Andre Miller had 17 for Portland.
Los Angeles superstar Kobe Bryant took 38 shots, more than half the number taken by the entire Portland team, and made just 14 of them while scoring 32 points.
The Lakers have lost two in a row.
Portland opened a 12-point lead at halftime, held off a Los Angeles charge in the third quarter that saw the Lakers get within three, and then maintained a comfortable advantage in the fourth period.
The Trail Blazers shot 50 percent from the field and were called for 10 fewer fouls than were the Lakers.
